History:
Nothing is known about Outlet prior to his first appearance as a member of Anton Vole's Squad O. Outlet, who appears to be the leader of the team, arrived at 3I headquarters with Squad O looking for Brad Stinier. The Squad attacked 3I HQ, and was countered by 3I troops and two super-powered agents: Cruiser and Bruiser. The Phoenix Company joins the fray and Squad O is almost defeated when Outlet calls a retreat. The team manages to escape with the use of Outlet's powers and have not been heard from since.

Strength Level:
Outlet appears to have normal human strength.

Skills:
Outlet has shown no appreciable skills.

Known Superhuman Powers:
Outlet has the ability to manipulate movement. He has the ability to travel at great speeds, whether that be running, flying, or tunnelling straight through the earth. The exact nature of this power is unknown. He also has the ability to "lend" these abilities to others, thus giving others the ability to run, fly, or tunnel. He can "lend" his ability to a large group of people, up to at least 4 (as seen when used on his Squad O teammates) but possibly more.

Outlet wears a visor that may or may not grant him enhanced vision.
